The year is 2016. As a measure against the declining birthrate, sex and marriage were subject to a license system. Yayoi uses undercover investigations to crack down on anti-establishment movements that see sex as nothing more than a tool for pleasure. At the top of the investigation file is Dongfeng, a popular newscaster who has denounced the anti-licensing movement. He has received multiple tips saying that contrary to his outward appearance, he is leading a hedonistic lifestyle... Yayoi immediately disguises herself as a fan and approaches Higashikaze, but ends up being at the mercy of Higashikaze's techniques...
