Human rights commission of India appoint Sivagami, an ex-IAS officer, to interrogate the police officials in-charge of the encounter of five youngsters, for allegedly raping and murdering an innocent girl, Vindhya and find out what had actually happened. Sivagami's interrogation leads to a series of revelations that shock Sivagami and the parents of the youngsters who died in the encounter.
