A boy riding his tricycle down the sidewalk is distracted by a kite he finds in the trash. While he runs off to play with the kite, his tricycle is picked up with the rest of the garbage. The panicked tricycle escapes at the dump and races to find the boy, with garbage men and police in hot pursuit.
